Potter County: Theft by deception

Pennsylvania troopers are calling it theft by deception. In 2006, a man took his bulldozer to Baker’s repair shop in Roulette. Police say he paid $8,000 in advance, but six years later…the repairs haven’t been completed. On Monday, troopers arrested William Baker of Roulette. He was arraigned and bail was set at $10,000.
