Allegany County: Legislature meets today

In Allegany County, lawmakers will act on nine pre-filed resolutions when they meet this afternoon. One measure calls for creating and filling three part-time positions of Assistant County Attorney-Support Counsel. Salary for the new counsel will be $10,000 each per year. In the past, the county has contracted out the service at a cost of $70,000 per year.

NEW BENEFITS PACKAGE PROPOSED FOR ALLEGANY COUNTY POSITIONS DESIGNATED AS PART-TIME

RESOLUTION ESTABLISHING NEW BENEFITS PACKAGE FOR ALLEGANY COUNTY POSITIONS DESIGNATED AS PART-TIME

            WHEREAS, this Board desires to establish a new benefits package for Allegany County positions designated as part-time, now, therefore, be it

            RESOLVED:

            1.         That positions designated permanent part-time will receive the following benefits:

            a.         Four (4) personal days per year.

            b.         Health insurance under Option 1 plan at a cost of 20% of the premium equivalent.

            c.         No longevity payment.

            d.         Except for Correction Officers, starting pay will be the base pay of the equivalent Grade/Step Salary Plan and no step increases will be received.

e.         Correction Officer’s pay shall be based on Resolution 71-08.

            2.         That positions designated as part-time, on call, or on an as needed basis; i.e., Emergency Services Dispatchers and Correction Officers, will receive the following benefits:

            a.         No benefits, except health insurance for part-time Correction Officers as hereafter provided.

            b.         Part-time Correction Officers who have worked 1,300 hours in a calendar year will be eligible for health insurance the following year. The plan will be Option 1 at a cost of 20% of the premium equivalent.

            3.         That part-time positions not in a grade/step salary plan will receive the following benefits:

            a.         Assistant District Attorneys – Health insurance Option 1 at a cost of 20% of the premium equivalent.

            b.         Executive Secretary, Workers’ Compensation – Health insurance Option 1 at a cost of 20% of the premium equivalent, 4 personal days per year.

            c.         Election Commissioners- Health insurance Option 1 at a cost of 20% of the premium equivalent.

            d.         Part-time Laborer – No benefits.

            e.         911 Enumerator part-time – No benefits.

            f.          Correction Officer – Health insurance only as described in paragraph 2 b. above.

            g.         Joining the Retirement System is an option for part-time employees offered by the Retirement System.

            h.         No health insurance to employees working less than 25 hours per week.

            i.          This plan shall be in effect for all part-time employees as of January 1, 2012.

            j.          Part-time employees receiving benefits who were on the County payroll as of December 31, 2011, will continue to receive the same benefits as in effect on that date.

4.         This resolution shall take effect retroactive to January 1, 2012.
