Animal Cruelty Inspector for SPCA Faces Felony Charges

Why did it take four years to being the charges to light? That's one of the questions surrounding the felony charge of criminal possession of a forged instrument lodged yesterday against an animal cruelty inspector for the Cattaraugus County SPCA. Cattaraugus County Sheriffs say  38-year-old Phillip Barrett was in possession of a forged "rabies vaccination certificate" in March of 2008.  Barrett who is also a court security guard for the Olean Courthouse will have a court appearance in Hinsdale later today.
