New Legislation Passes Pennsylvania House

Legislation that would local governments to better deal with drainage and flooding problems has passed the Pennsylvania House. State representative Kathy Rapp of Warren tells WVTT News Radio the bill removes the permitting process from the State Department of Environmental Protection. The bill allows property owners to remove stream obstructions when property is threatened.
