Although the new boundaries for New York’s 27 congressional districts had yet to be finalized as of Thursday, a candidate has emerged for the seat currently held by Rep. Tom Reed. 28-year old Nate Shinagawa of Ithaca – a Tompkins County legislator and Guthrie Health administrator – announced Thursday he will run for Congress. Shinagawa, a Democrat, plans to run for the proposed 23rd Congressional District, which includes, Allegany, Cattaraugus and Chautauqua counties.
