Pennsylvania’s natural gas industry would pay a fee for the first time under sweeping legislation speeding toward a vote in the Republican-controlled state Legislature as early as this morning. The bill, unveiled last night, encountered opposition from minority Democrats. Senate President Pro Tempore Joe Scarnati, who pushed for the bill for the past year, defended it as striking a complicated balance between a variety of interests.
