Following a traffic stop on South Main Street village police arrested James L Rice, 43, of Willoughby Hill, Ohio charging him with driving while intoxicated, refusal to submit to a chemical test, leaving the scene of a property damage auto accident, no seatbelt and moving from a lane unsafely. Rice was processed and arraigned in village court where he was remanded to the Allegany County Jail in lieu of $2000.00 bail to return at a later date.
