Wellsville Police arrested Otis E. Phillips, age 41 and Madeline A. Trautz, age 36, both of Wellsville, charging them each with Endangering the Welfare of a Child. Phillips and Trautz were processed and issued appearance tickets and released. Phillips and Trautz are due in Wellsville Village Court on April 3rd at 5 pm.
