Corbett releases budget proposal

By CHARLES THOMPSON, The Patriot-News

Gov. Tom Corbett delivered his 2012-13 Pennsylvania state budget address at the Capitol today. Here's a look how state police fared in his proposal.
At a glance: The agency has avoided cuts in personnel and stations. Total funding, including revenues from the motor license fund that supply the bulk of the agency’s budget, is up 1.9 percent.
What it means: The 2012-13 budget contains funding to support one cadet class, and calls for no existing stations to be closed. The overall complement is projected to grow by 20, with 12 of the new positions dedicated to gaming enforcement.
In a change from current policy, the budget proposes that vehicle fines assessed by state police in municipalities that do not have their own police force and rely on the agency for policing services be kept by the state instead of being returned to that municipality.
These redirected revenues will be directed toward communication upgrades.
Corbett also proposes to fold the Office of Homeland Security — originally built into the Pennsylvania Emergency Management Agency — into the state police.
